Sorry Bestop, you got this rack only 90% right. Your foreign supplier includes bolts that are TOO SHORT. What good is a nylon-insert nut when the bolt threads are too short to reach the nylon to lock onto? Don't despair - the sizes are standard, but it will take at least one trip to the hardware store and maybe another $5 to get what you need. Certainly faster and cheaper than sending it all back. Once put together and mounted, it does hold the plastic tray very securely on the tailgate of my Jeep Wrangler.
